Potential changes to the Aravan Keeper League

What should the penalty of dropping a player on contract be? (Also how many amnesties should be given out)

(current rule) Half of the remaining contract. All teams get an amnesty.

A third of the remaining contract. All teams which miss the playoffs get an amnesty.

Do we want to still have divisions for our league?
